Not having received a reply from the Nanning

Taotai, I wrote to him again on the 18th September,

(Enclosure Number Three) asking for the same inform-

ation as before. At the same time I wrote to the

Governor of the Province (Enclosure Number Four) for-

warding copies of my Notes to the Taotai and com-

plaining of the delay.

The Governor's answer, dated the 29th September,

merely states that he has instructed the Taotal to

inform me of the action he has taken.

I have, however, received no communication from

the Taotai, and I have accordingly written to the Gov-

ernor & Note, dated to-day, copy of which I have the

honour to submit herewith (Enclosure Number Five) I

have put on record the circumstances attending Chang

Shih yi's death, and I have pointed out that the prop

erty recovered is worth some hundred and eighty

dollars out of a loss of over five thousand, and the

number of pirates arrested is two out of about twenty.

I have entirely denied the statement in the Note of

the 26th September addressed to you by the Wai Wu Pu

that the capture of the chief of the pirates and the

recovery
